Not really. If you read the sign they appear to be companion bar workers seeking to lure people in. You pay them to talk with you. I recommend staying away from those places, besides it being demeaning for all involved, they also are usually scams, wherein they will hit you with a surprisingly high bill for things you were not aware of at the end and a very angry looking bouncer looking to collect that money from you. I never went near a companion bar while I was in Japan, I can't wrap my head around the mindset of feeling so pathetic that one has to pay women to just to talk with them. Its far better to stay away from the bars and just meet regular women. Muster up the courage to say hello, most people are thrilled to speak with a foreign individual, if you they speak some Japanese. Best way to get to know people in Japan (and generally anywhere) is via shared interests. I never had a problem finding a date in Japan, and I never had to lurk in a bar, club or sleezy red light district to do so. The caliber of people you meet elsewhere is better.

They appear to be hostess bar workers from what their sign said. They generally scam people into following them back to a bar to talk, then hit them with a surprise bill that is much higher in cost than expected for things never explained, then an angry bouncer will come to collect the money from you. They are one step up from full on prostitutes. Some might even dabble in prostitution on the side. Personally I never had the slightest interest in hostess bars, the whole idea is demeaning to all involved. One must have terribly low self-esteem to feel they have to pay women to speak with them. If you are looking for prostitutes there are plenty lurking around the love hotel districts, but I would recommend staying away. Little good will come from such exploitation of women. Its degrading to all involved and you just exponentially increase your risk of catching a disease. Better to just develop a decent amount of self-esteem and learn to talk with women who actually want to talk.
