I think it depends on where you live. I live in a part of LA where it's mostly Black and Latinos and the 99cents store has curly hair products lol. It's pretty amazing 😅 but they aren't the best. Like at all.

We don't have a 99ct store or "euro" store in Belgium (EU), but we do have a general discount store called "Action". It's in The Netherlands as well. I last found some curly hair products there for about a euro and a bit. Awesome. Sometimes they have things, other times they don't. You just make it work when you're on a budget. ;)
