Retired military here :) The requirements for shots is to make sure you are current with your readiness ( like your physicals, PT testing, etc). Someone should have caught that he needed shots, but it can slip through the cracks if supervision is not paying attention. We always had a roster of individuals who were due for things and the best recommendation is to take care of it as soon as you can. I learned early in my career to stay "green" with any requirement so no one would have to track me down for anything...lol
