It has nothing to do with the actual search. The fund is to solely to pay for the missing guy's family expenses to go to the location and stay etc. Which isn't necessary as their presence changes nothing. If they're that concerned, they'd obtain a loan - wouldn't be difficult as it would be good publicity for any bank, etc.
