not really. they shot it in a prison that they rented for a day and had some actors dressed like prison inmates have a conversation and some other actors to fill the room. they had a lady in an office and that's it. this video wasn't expensive at all. just because it's over 10min long and a room full of people doesn't mean it's expensive.

This is my interpretation: Jay z is Ron Perlman in the scene. He’s portrayed as an old white man who has lots of power and influence. The video doesn’t end with him escaping but over the news you hear that seven escaped but he’s still inside. I feel jay Z is trying to say that he has spent his whole life trying to win in a white world and became successful and influential, yet still locked up in a prison which represents the system that he still wants to fight. I feel like the character played in the clip is like jay teaching younger generations after him to not get locked in the system yet again but to break free entirely-not become just another white man. he’s trying to say that you don’t need to follow the white man rules and become more white to find success but to recreate your own destiny and do it your way. He’s exposing how chasing the latter only gets you so far before you realize you’re still locked up.
