Jayaprakash is True. I strongly feel very few( many are better) IAS officers would compromise professional Ethics, Ineffective and INSENSITIVE. The same very few are showing Anti Social and Anti People behaviour. And YIELDING to the Local CRIMINAL Elements. They are going against the same Society that has given them an opportunity to get the best jobs in the Country. We experience an IAS officer, yielding to pressure from unwanted Sources, taking up pre-biased decisions and picking up invisible and self build Rules to protect their stupid logic leading to the heavy loss of targeted persons.

IAS/IPS are not all India service.UPSC selection at all India level, selected & allotted to a state ,he/she will become as a state officer.There are no transfers in between States.

Every debate around this topic is a dilution of argument. A public servant (including IAS officials) cannot take a stand against public policy / law of the land and per service conduct rules, they are not entitled to express opinions and go to press / non conventional media or forums. Probably the bureaucrats off late have come to think they are kings and queens and freely expressing their views in public. The UPSC has got to explain to the country as to where this is all heading with the issues with officers. The violations include talking in public, wilfully cooperating with politicos to violate rule of law and now even cheating the system with false affidavits, faking caste and disability. I would have thought the learned administrator could have taken a view on the fundamental view about serving and retired staff going public against governmental policy (right or wrong). Rest all is gossip
