Did you notice that the flashlight went off when the Crying Boy flashed Foxy in this scene?; 1:40 Likewise, in this scene, the light of the flash does not affect Foxy; 3:26 I think it's because he sees Foxy in his mind as his older brother Michael, from whom he can't escape his bullying. But you know it's just a theory.. A FNAF SONG CLIP THEORY
