THe spec. must have said something like: For use in mountainous country, the locomotive must be free steaming at all speeds. I can just see the Scots designers and engineers rubbing their hands together in glee! "Heh. Heh. We'll show them free steaming!" See the part where it's hauling a substantial train up a 1:35 AND blowing off through the safety valve! Mind you, pretty much everything since the Baldwin Pacific's were rather "slippery".
