I have a question, is wheel cylinders in the front the same as the cylinders at the rear? I have a1972 bug delux model.

The wheel cylinders are not the same, no.

The fronts are usually larger since most of the braking load is done by the front brakes.

What is max. spes. on the VW brake drums ?

Check inside your drum. Different manufacturers may have different recommendations, and they do change from year to year.
