Mam there is no such requirement to place the lowest priority group on the dotted wedge in allenes to determine/designate them as R or S stereomers. Such a requirement arises in chiral centers attached to four different groups pointing in different direction. In allenes groups have fixed geometries in two different planes at the terminal carbons. This modified R and S nomenclature is applied to allenes with even no of double bonds as they are considered as extended/elongated tetrahedrons. Also, you can view the molecule from either end. The groups attached to the carbon from the viewing end get priority over the farther end while designating them as Ra or Sa.

At 28:10 cyclophanes for upper ring we write opposite config bcoz very simple,you rotate your finger towards clockwise now lift your hand with rotating only above your head then look at your finger it moves anticlockwise.Same here we have to look from lower ring side view.

Is the arrow rule really necessary? In all the examples if we disregard the arrow and order the groups in accordance with atomic number rule then the same order is found.. Please mention an example where the resulting order changes upon not adhereing to arrow rule..

In allenes (even double bonds) terminal groups are inclined at 90 degrees and so are the double bonds. I am afraid there is nothing like staggard or eclipsed terminology used here.

At 5.54 min. you said that all are in one plane. Let me clear you one thing that the central double bond is in vertical plane while terminal double bonds are in horizontal plane. Rest is fine.
