We tested a single download on one account, and it worked in ad hoc mode with two PS Vita is on that same account... So it is not necessary to buy two in your case.

Wifi is stand for wireless fidelity and PSP use wifi direct for Adhoc. So it is with wifi. Accurate title would be "Without router" not "Without Wifi". Adhoc is wireless connection without router being involved as the mediator (infrasturactered connection) whether it would be by bluetooth or wireless radio signal (wifi direct). No router being involved doesn't equate to connecting without wifi. As long as it is not wired connection, it is with wifi connection. With (infrasturactered) or without (Ad Hoc) router. _Local devices connecting to each other does not actually involve "internet" or "internet access" by any means even when the router is involved. PSP are connecting to each other with wifi direct or LAN (local area network). Internet is for connecting to outside devices. Like connecting to this youtube server hosted in a remote device within someone else’s local network._

We've played 3 player with two of us on one account and another player on a second account. I haven't tried testing it with several accounts but I think it will work because on the back of the packaging case it says infrastructure players can be up to 8 players.
