I used to weave carbon fiber in a power loom and it's a nasty material to handle but the end product is many times stronger than iron !!!

I can't believe that engineer do such foolish application !!! The only force CFRP can manage is tensile strenght nothing nothing else !!! (I'm not saying anything more about moisture in the surface of concrete in the fountation etc because it's useless...

If the wall only sustains gravitational load the rebar tbh it is useless. Like Europeans had been doing across Europe for thousands of years: hey ever round stone could be used as gap filler for it. The wall cracks because it sustains lateral load which makes the wall buckled from the inside so using the diaphragm wall model the surface of this wall is under tensile load not compressive load. So cfrp is fine
