Brown quartz sand is brown because it has a thin coating of iron oxide. This can be removed by acid, leaving pure white sand. Any type of strong acid will work, e.g. muriatic or hydrochloric. Vinegar might work, but I've never tried it. Try heating and/or letting the sand soak for a long time.
