I interpreted it differently. He sees himself cause it's a one way mirror. He steps off the brink of emotionally cause he can stare all day long.

I kinda thought it was about a depressed man being attracted to this woman because she seems so confident with her body, unlike himself. And due to his low self-esteem becomes depressed with himself, perhaps he thinks that no one would ever like a man like him(hence the line about a passing couple), and the only time he has the confidence to interact with the girl is when he is drunk. When he meets the girl and finds his way towards the window and sees his reflection and through his drunken haze, his depressed thoughts come back to him and he begins to believe that he is not good enough for the girl, that no one would ever care about a guy like him and so he commits suicide. Idk that's just my interpretation though...

Rewatching this and think I might have it: He never actually had the guts to go see the girl; that whole part is just him drunk and fantasizing about what it would be like if he did. When he gets to "frightened Korean girl," that's the point in his daydream in which he realizes that, even if he had the guts to talk to her, she'd be creeped out. The part in which he looks through her window and sees himself back in his apartment, staring out his window, is when he's finally able to see himself as the girl would see him: pathetic, weak, a pervert. He then snaps back into reality and jumps out of his apartment window, killing himself. Watch me be totally wrong, though XD
