If you're taking recommendations, Karenn, Tommy Holohan, I Hate Models are all amazing. Also, while he does more than just techno, Aphex Twin's Classic compilation is pure, relentless techno at it's finest so you should check that out. Oh and a french guy called ArchivOne. First 3 are more dancey, the last two are super heavy

There is such a label as Minimal Techno which might be used for this track, although the term more correctly defines work such as Plastic Man. It is clear that Jeff Mills was highly influenced by the Milleau of Northern European Hard House/Techno which is derivative from Industrial Music (late).
