Better Together: A Child Welfare and Faith Community Discussion

This panel discussion, moderated by Lynn Johnson, explores the critical collaboration between the child welfare system and the faith community in West Virginia. Greg Clutter and Jeffrey Pack share insights on how government agencies and churches can work together to support vulnerable children, retain foster families, and improve outcomes for children in the foster care system, emphasizing the importance of community involvement in addressing the complex challenges of child welfare.
Moderator Biography: Lynn Johnson is currently the President of ALL IN Fostering Futures. This is a non-profit agency focusing on driving national initiatives that empower communities, non-profit agencies, faith-based organizations, government, and businesses to combat the crisis of children aging out of the foster care system, adoption, poverty, and human trafficking. She brings determination, passion and a strong belief in the dignity of all people no matter the challenge before them. Her only passion greater than serving vulnerable and exploited populations is her deep faith in Jesus Christ.
Prior to this work Mrs. Johnson was the Assistant Secretary for the Administration for Children and Families in the US Department of Health and Human Services. In this Senate confirmed position, she led a large agency with a budget of over 59 billion dollars and over 60 programs to improve and enhance the lives of our most challenged children, individuals and families.
Prior to this position, Mrs. Johnson ran her own firm consulting on issues pertaining to mental health, high-risk youth, developmental disabilities, child welfare, and early childhood education. She was Chief of Staff to Lieutenant Governor Jane E. Norton and was Deputy Director for Policy as well as Policy Advisor on Human Services issues to Governor Bill Owens.
Mrs. Johnson has a bachelor’s degree from the University of Northern Colorado and a master’s degree in Social Work from Arizona State University. She is a graduate of the Federal Judicial Center National Leadership Development Program and the Senior Executives in State and Local Government through the Harvard Kennedy School for Executive Education. She has been married for 37 years and has three adult children.
Panelist’s Biographies:
Jeffrey Pack serves as West Virginia’s Commissioner for the Bureau for Social Services (BSS), where he oversees Child Protective Services and Youth Services including foster care, adoption, and other child welfare services for all of West Virginia. He was appointed to this position by the Governor in August 2021. Prior to that, Pack was a member of the West Virginia House of Delegates representing Raleigh County and served as the chair of the House Health and Human Resources Committee.
Before joining the House of Delegates, Commissioner Pack held various positions in the energy and residential services industries. He previously served in the United States Air Force as a Staff Sergeant and has a Bachelor of Arts in Political Science from Concord University.
Greg W. Clutter, with a 30-year career in business and non-profit leadership roles, joined Chestnut Mountain Ranch as Director of Foster Care Initiatives, where he leads the Chestnut Mountain Village ministry for vulnerable children and families. Greg was an early supporter of the Ranch and previously served on its Board of Directors. He felt called to do more for at-risk and vulnerable children in West Virginia and joined the Ranch full time in July 2021. Prior to joining the Ranch, Greg served for several years as Chief Operating Officer of a successful and growing West Virginia-based research and development services firm that focused on chemical, energy, environmental, and software technologies. In that role, he had responsibilities in many functions including accounting and finance, information technologies, human resources, marketing, and legal disciplines. Prior to that, he served as Director at an economic development and innovation-based non-profit, which focused on diversifying the West Virginia economy. In this position, Greg was responsible for all aspects of a technology-focused commercialization and entrepreneurship program that supported, mentored, and invested in technology-based new ventures. Greg has also held past positions in commercial marketing, customer service, and operations at Nortel Networks in North Carolina and France. He also served as a Senior Accountant with Deloitte & Touche LLP in Charlotte, N.C. Greg has an MBA from the University of North Carolina’s Kenan-Flagler Business School and a B.S. in Business Administration from West Virginia University.
