That's pretty accurate for America at least. I had a cop pull a gun on me once for walking up my own driveway: my neighbor bought something off Ebay that turned out to be stolen so despite voluntarily handing the stuff and all the info he had and not having any way of knowing the weed whacker was stolen the cops were making it out like he was some fence for stolen goods. I was a teenager, still about 20-30 pounds underweight from a severe illness, walking with a limp from a bad knee, and not exactly a threatening looking guy and this was all in a middle class suburb. Cop also threatened to shoot my puppy who was sitting down with a smile on her face and wagging her tail whenever anyone looked at her.

The story I heard in elementary school was that Jeff the killer was a kid that got tortured and the torture made him insane, and he just kinda lurks across America finding victims.
