This is a classic episode of Seinfeld that clearly sprouted from a standup routine. What I can't tell is whether or not the bit was created because Jerry heard the line "I choose not to run" said by a politician and crafted a story from that being a punchline or he started with a childhood story of winning a race and went from there.
