For that, I suggest trying to keep in mind whether the verb is transitive or not. I think that generally, if not entirely, delineates whether you'll need accusative (transitive) or dative (intransitive). When you tell someone something, it is only transitive in the sense of the thing you are saying (hence the thing you say, if specified at all, will be in the accusative) while the person you are saying it to will be in the dative, because the verb sagen is not directly affecting the person, if that makes sense. You can tell something to someone, but you can't simply tell/say someone in that accusative (transitive) sense.

no that sentence is not correct. it is only complete if you use "Bescheid"!

If you say "Wir wissen über das Problem,..." there needs to follow more information on how much/what you know about the problem (e.g. Wir wissen viel (much)/wenig (little)/etwas (something)/nichts (nothing) über das Problem"; or, with a sub clause, "Wir wissen über das Problem, dass..." while "Bescheid wissen" means you're well informed about the problem and know the key parts of it ;).

If you say "Ich weiß über [Objekt] Bescheid" it means that you're thoroughly informed about it and know all the important things regarding this topic. If you say "Ich weiß über [Objekt],..." a "dass-sentence", a sub clause has to follow, because it means that you know about certain aspects of the Object (Ich weiß über [Objekt], dass..." = What I know about [Object], is that..."). Instead of using a "dass-sentence" you can also use "etwas" (something), "wenig" (little), "alles" (everything) or "nichts" (nothing), to name a few examples. All of these further quantify how much/what you know about the object --> "Ich weiß etwas/wenig/alles"nichts über [Objekt]." So, to put it in a. nutshell: "ich weiß darüber bescheid" means your well informed about something/know what's going on with a certain topic, while "Ich weiß darüber" would express that you have a certain amount of information about the topic, that needs to be further quantified.
