Well, I think after Gta 1 released, Rockstar(or DMA at the time) released the two London games, 1963 and 1969(nice). So Rockstar North has a universe that they can expand up on, but also it's highly unlikely that it will happen ever,really :(

They can't because according to america london is the only place that exists in Britain not the other 3 separate individual countries that do like Scotland Wales northern Ireland and plus the tonnes of other cities that exist aswell like glasgow Edinburgh Aberdeen stirling Newcastle Manchester Birmingham Liverpool Cardiff Norwich Cambridge + many more . but no on an American map its england and london only
