You are right on the moneybwith the unemployment. I kept loosing because I was playing it like I was playing Sims and couldnt get past 235 in 1945 people in the World Wars. Then I started reading about how to start economies. I'm now at 550 in the World War era 1930, with majority working on farms, a few high-school and a few colleges for health care. I have one college and it's just for healthcare

I raise payrates as soon as the economy can sustain it. About when you have 3-6 of every mine, farm and plantation. 2 ports, if you want.. and everything upgraded. Then in building almanac ctrl click max budget on one, and people will flock to get a job

i recommend: 1 building factories near the docks so you can get your profits as quick as possible, 2 make sure people can walk from their house to any services they need to improve traffic 3 try to avoid 4 way intersections use roundabouts instead

to have low unemployment, you need jobs which need high school education but worse than most jobs, but better than uneducated jobs, so this requires capitalistic view usually teamsters, builders are good for the economy, they will go to high school and need some temporary jobs, the best is office jobs with a medium salary, usually if they receive lot of social security and tax cuts, some people wont work, if they not 18 year old, dont worry, lot of them wouldnt work before, thats normal, also you can change policy of jobs, at least dont allow childen to work, if you got enough money, allow early retirement too, one other thing late game is distance and infrastructure, so try to make roundabouts and spread the housing
