I have visited Baguio a little. Someone born and raised in Baguio said it has become too crowded. Baguio is cheaper than Makati. Anywhere in the Philippines is Cheaper than Makati. Baguio reminds me a little of my home in the Seattle area with the mountains, cool weather and rain.
