When he demonstrates without throwing from 9:15 I'd call that a Harai Tsurikomi Ashi. However when he executes the throw in the next demonstration it's Sazai.

Magnificent, and I agree with all the great things that have been said here about Muneta-san. But… how is that “sasae” not actually hiza guruma? I think true sasae tsurikomi ashi is a bit of a myth - almost never seen in shiai. What is generally called sasae is really the knee wheel - regardless of where Tori’s foot actually makes contact. Tori is stepping forward, pushing/pulling uke in a circle, then blocking and completing the circular motion of the throw - hiza guruma, in other words.
