Lvl 2 might be good for situations where you're not sure wether you actually need to spend 3 bars to KO, you can wait to see if you actually need to dump the last bar if they're not KO'd by the 1st and 2nd waves.

You can also go for reversal situations without commiting all 3 bars of super.

oh one other thing, the "lane change" TC apparently couldn't do the follow up attacks on block at all, only on hit - I feel like if it stays that way the only use might be some kind of juggle into PDR -> TC to try and get a left/right landing mixup.

He does look like an over engineered Ryu tbh, so at worst he's gonna be solid. I hope Elena and Mai have more unique kits, the game has been feeling quite samey lately imo

He is a character built on spacing and pure pressure or simply put he is better on excellent reads zoning, but one thing he has going which is in a street fighter game jumping is forbidden 🚫 and his geyser is going to be a show stopper, and i see why they made it a level two and not one.
