Yes and no, the bigger stars have the most creative control: Punk (when he was there), Young Bucks, Omega, Ospreay, Page, MJF, Adam, Britt, Monee, Toni, and Copeland. Everyone else has creative control unless it goes against one of those people

That's not really true. The main stars like Goldberg were the biggest draws, so it's understandable that they would be winning most of the time. And then there were older stars like Lex Luger and Ric Flair who were always doing jobs and putting guys over. Sting was pretty much checked out after 1999. After Booker T became a World champion Kevin Nash tried to put him over properly and did a good job, but WCW was on its deathbed at that point.
