Toby is not the Scranton Strangler. I thought he was but in the later seasons he visits the Scranton Strangler because he said "I think I put the wrong guy in jail", later they show him holding his neck and driving away in a EMS truck because the real Strangler choked him and broke his neck.

Well "i think i put the wrong guy in jail" can be interpreted as " i framed the wrong guy" maybe he is not such a Bad person. Just maybe Toby by being from HR he started as a vigilante as a way to tolerate Michael verbal abuse

I think at the time of the trial, Toby seized the opportunity to get away with it since the jury found the guy guilty and Toby just voted with them. Then, as time passes and Toby is still miserable, he feels remorse. He knows he put the wrong man in jail because he knows it for a fact, and having him vote "not guilty" would have kept the jury deliberating longer and it might have had a different outcome.
