They're both on Open E on this song, but Jim uses a capo on the 2nd fret.

Jim's capo is on the 2nd fret and he's tuned a full step down. notice at 2:51 he hits the open C#... with the capo on the 2nd fret that would have to mean the D string was tuned to a C.

I swear Jim can't sing more than two bars in one breath live. I love JEW, but their live shows have always bugged me because Jim spends more time trying to act like he's sooooo deeply into stuff - and in the process tossing aside musicianship - rather than balance it with a quality performance. He seriously pants his way through songs.
