Why is everyone in the comments saying they swear Cathy was driving? This has all come out already. Yes Cathy was driving in the beginning but we literally see Angelica and Heath badgering Cathy to go faster and saying if she didn’t they were going to switch. Clearly they switched which meant when the crash occurred it was Angelica behind the wheel at that present time driving faster that Cathy was and lost control of the car.

Everyone is blaming Cathy? So what if It Cathy's Idea all three of them got in that car willing . No-one made them do anything they didn't want to do. When April said no and didn't car and said no did Cathy drag her into the car force her to join in no she didn't. Both angelica and heath could said no and not of said no just as easily as April didn't. And Cathy has been the only to tell the truth the whole time and she has so mature she always defended angelica to Bob.

Cathy was driving the car but apparently Heath and Angelica bullied and pressured her into letting Angelica take over despite none of them having a licence and Angelica only being 14. Cathy gets away with no punishment despite stealing the car and allowing a minor to drive while Angelica is headed for prison

All three are to blame, it were Cathy's idea to nick the car and Angel only went along with it to impress Heath, then he and Angel wanting Cathy to put her foot down or one of them would get behind wheel. Their reckless actions ended up costing one of them their life while only one other is been punished for it.

Angel got in the car of her own free will, demanded to drive (faster), crashed it, then lied about it. She carries the most blame, and she's still getting off relatively easy. Cathy will have to deal with her twin dying so young, for the rest of her life, she's punished enough.
