Probably because people know widow is going to be back in her own movie and that we don't know that much about her but with tony he already had his origin story and a trilogy of movies with him as the main protagonist and has definitely one of the main characters in pretty much all the avengers movies(and civil war) and unless they decide to revive him endgame was his last movie.
