Unless maybe he was refusing to claim Howard and/or Myron as winners just for breaking inside or maybe he did say about the gift certificate on the radio but, Howard and/or Myron wasn't listening since they were screaming in the diner as they were fighting for the payphone and maybe the radio host was still talking about the gift certificate after Myron disconnected the phone but they were still screaming. Probably when the diner owner was telling them to just go in person to the radio station was when the radio host stopped talking about the gift certificate.

Plus in the next scene when he was being cornered by the police, he took out another package to pretend he had a bomb and then he put it on the floor making it look like he was holding a switch saying to the police "don't even think of moving" making them stay in one spot like he was saying, "I will push the button on the switch if any of you move." However, when he heard the explosion from it he said, "that really was a bomb, we're living in a sick world with sick people" as a way of feeling surprised that he was carrying a bomb the whole time when he was just trying to bluff his way out from the police.

Exactly. 0:11-0:24 - Despite his claims, at no point does he say "gift certificate" or "eventually" on the radio. It looks like foresight isn't really the DJ's strong suit. To elaborate, someone breaking into the studio and demanding that he give them the supposed Turbo Man doll is the last thing he should've expected. One also has to wonder how someone would react to being told they won a measly gift certificate and not an actual Turbo Man doll. It's also doubtful he was ready to face the backlash of any angry participants. When he explains what the prize actually was, Howard and Myron almost beat his head into the desk for his stupidity.
