Jiraiya fought the most secretive opponent in Shippuden which is why the Pain arc is written so well. He also chose to die by Pain’s hands, he could have escaped and returned to the Leaf but chose to die and confirm his initial theory about Pain.

The only thing that really gets me here is what Jiraiya will do against that giant hydra form of Orochimaru's. Gamabunta struggled enough against Manda, and the Eight-Headed Serpent is stated as the strongest of the snakes. Hell, the only reason it didn't give Itachi a tougher time is because of the Totsuka Blade, which instantly sealed Orochimaru. I just can't see how Jiraiya, even in Sage Mode, would be able to counter that particular jutsu. Not to mention, even if he DID manage to destroy it somehow, it's shown that Orochimaru can just substitute out of it with his snakes. That's another big issue, dealing with Orochimaru's near immortality. Orochimaru and Jiraiya are relative enough in terms of ability, but Orochimaru's ridiculous substitutions would be a problem. The dude can get cut in half and join his body back together or explode into a bunch of smaller snakes in order to avoid a direct attack. People underestimate Orochimaru because he was sneak attacked while sick, and then later was sealed by one of the most broken insta-kill jutsu in the entire verse.

Jiraiya killed 3 pains of the 6 and was fine until the other 3 showed up, Orochimaru lost to 1 pain and Itachi. Jiraiya would defeat Itachi and Kisame at the same time, implying that he’s able to simultaneously fight S ranked shinobi (Pain vs Jiraiya is proof). Now Orochimaru uses reanimated shinobi, this now becomes interesting. He simply won’t use the Hokage in this fight, Hiruzen was able to be on par with both the 1st & 2nd, reversed the 4th. This would likely happen for Jiraiya too he has too many toad abilities that would absolutely destroy the reanimated shinobi. He can’t kill them but he can definitely seal them or Orochimaru before the fight ramps up. I’m confident Jiraiya and Orochimaru could 1v1 any Kage in Shippuden but Jiraiya is definitely the most powerful Sannin. Tsunade has healing, a summon and extremely strong Taijutsu. Orochimaru has a summon, senjutsu, partial immortality, nature chakra and snake jutsu and reanimnation jutsu. Jiraiya has wind, water and fire style jutsu, sage mode, summoning jutsu’s,, Yang release and incredible endurance. But I still believe Jiraiya has the edge no matter what.

All he used was his toungue and kusanagi from his mouth. Also, Jiraya ended up regaining his chakra and Orochimaru still didn't have jutsu or arms. Also, against four tails, he was playing arround with no jutsus, just summonings with a weakened body because of the three years of transmigration. It is true that Jiraya was holding back while fighting Naruto, but the fact is that everytime Naruto riped Orochimaru apart he recovered easily. Orochimaru could have sealed Naruto but couldn't cast hand signs. Orochimaru is nerfed all the series till the fourth war.
