That's not how dbd calculates, instead of use 40x(1-0.4xper vigil) its actually 40/(1+0.4xper vigil), so with 1 vigil your exhaustion perks cooldown should be 28.5s not 24s. But I gotta say vigil is opaf right now especially when you stack them together you can get exhaustion down to 15s cooldown, not to mention it also counters debuff like sloppy and expose.
