All members when newly elected into the parliament should have some kind of induction program about the laws and proceedings of the parliament during the first few weeks so they are familiarized with how to conduct themselves during parliament sessions and on which sections of the law to make reference to when making a point/comment. This not the court room because there is no judge to rule. Let the speaker rule in parliament and if there is any procedure that was done wrongly and the committee didn't allow it to go through, the opposition must go to court to seek proper advice. The manner of opposition in parliament is improper because they are trying to bring a court sitting into a parliament sitting . The two are different.

Mr Speaker should clarify on parliamentary SO, policy & procedures re calling of a VONC. Specifically, does the protocol dictate adherence to the names listed on the writ? It's imperative to adhere to parliamentary guidelines. What do the SO, policies & procedures explicitly states? If there is no mention of names rearrangement or omission, why is the Speaker confused. If the SOs are silent on these matters, then proceed with the VONC. Resorting to court intervention for interpretation appears unnecessary when the parliamentary should provide clear guidance. The VONC should be entertained, as this is not a matter or thoughts of private business committee or courts, but a Constitutional Process.
