Yes, they DO need to approve it. Biden 'committed' the money but I'm not sure Congress actually approved it yet. They might though because you need to look at why it's been committed. It's to build a railway across Africa to transport raw materials for goods like batteries for EV cars. China is already making investments in Africa for the same purpose and we have partnered with the European Union and the G7 to do the same thing.
