I lived near a Rope Walk that was historically used for hemp rope. And the workers would smoke buds from the plant. Though I'm sure it was a very weak strain back in the day (late 1800s).

Until Nylon was invented hemp was used to make ropes to tie up war ships. In WW2 the govt paid farmers to grow hemp instead of food products. Look it up.
