I used to do flood retoration ive never seen wood at zero percent either lowest was about 7 to 8 percent but like you said normally it's between 10 to 15 percent

The RH (relative humidity of the air) rarely drops below 5% even in the desert and it always goes up at night. I dont see how the wood could become dryer than that naturally. 10-15% seems alot more likely and in some regions it may struggle to even do that.

im going to stain my fence, do you need to clean the fence or bleach the fence first or can you just stain... my fence is about 6 years old and greyed .

All of Texas is not dry like Arizona. Here in southeast Texas one needs gills just to walk outside. Lol.

0% is impossible. If it was 0% and you apply stain then the moisture goes up, would the stain film develop tiny cracks because of expansion of the wood? Does the stain stretch with wood?

Impossible, hardly. Boise is high desert extremely dry climate.
