Lincoln had to win the Civil War and the most important was to hold the upper (slave system) border states as Delaware, Maryland, Kentucky, Missouri and East Western part (nowdays West Virginia) of Virginia in the Union in 1861. Lincoln started the emancipation idea when the effect of it was to prevent the intervention of Great Britan and France into the Civil War and the border states were solid in the union. Lincoln was good politician, Fremont was not.

While Fremont was an army officer his forte was exploration, mapping, and self promotion. He wasn’t a West Point grad or a student of military science.
