Yup, you were on tdc on the exhaust stroke instead of the compression stroke. 50% of the time, it works everytime. I've got 2 of them, a 65 and a 68 and I have to pull the pump only 68 this winter, having issues withvthe metering rod sticking, and the governor is surging

Always Time the engine BEFORE removing the pump........ If ever in Doubt remove valve cover valves on +#1 cylinder will be seated hen on TDC
