The reason why a Supreme Court ethics bill is illegal is because it violates the separation of powers. Congress can create bills involving agencies that they fund that might be under another branch of government, because those agencies have no constitutional protections, and the constitution explicitly states that congress holds the purse strings. However congress cannot pass a bill that explicitly changes the constitutional rights of a branch of government without a constitutional amendment. Now keep in mind, the government also can't take away rights, even with an amendment to the constitution, they can only add them. This is why free speech can never be removed, not even by an amendment. The constitution explicitly states that government can't do things that aren't explicitly allowed for under the original constitution, meaning no branch of government can just use the inverse of saying "Well the constitution didn't say we couldn't do that".

The Constitutionality of any ethics bill purporting to govern the Supreme Court will necessarily be judges by...the Supreme Court. If they don't want to be bound by it, if they don't want to establish the precedent that Congress has the authority to regulate them (and they absolutely do not want to establish that precedent) then they will rule the bill unConstitutional. And there isn't a damned thing Congress can do about that.

The SCOTUS can rule that a given regulation from the congress violates the Constitution and neither they nor anyone else has to follow it. It doesn't matter if the regulation is voting rights, clean air, or abortion rights. The demonrats are all for this level of ultimate power when they agree with the decisions.
