John Mearsheimer Ukraine Salon

The Biden Administration is engulfed in a staggeringly expensive folly in Ukraine with no forseeable good outcomes. The Committee hosted University of Chicago Professor John Mearsheimer the week after the Russian invasion fourteen months ago. That zoom salon had 1,136,000 views. The Committee has invited John to return -- this time in person.
John will argue twin themes: First, we are in a war where both sides - Ukraine and the West versus Russia - see the other as an existential threat. That makes a workable peace agreement beyond reach. The best possible outcome is a frozen conflict that is likely to have a variety of terrible consequences. The worst possible outcome is a nuclear war, which is unlikely but cannot be ruled out. Second, Russia is going to win the war, although it is not going to decisively defeat Ukraine. It will end up, however, conquering a large swath of Ukrainian territory and making it part of Russia, while at the same time turning Ukraine into a dysfunctional rump state.
The Committee would not be holding this salon over Ukraine if we had been faithful to constitutional processes. The systematic provision of $113 billion in military assistance to Ukraine in its war with Russia makes the United States a co-belligerent requiring a congressional declaration. But no co-belligerency declaration has been initiated by Congress nor sought by President Joe Biden. If Congress were required to vote, it would balk at co-belligerency as it balked in 2013 when President Barack Obama asked for a declaration of war against Syria and as it balked in 1999 when President Bill Clinton asked for a declaration of war against Serbia.

People (and this is both sides here West and East) are brainwashed with their own propaganda. Listening to JM you can get viewpoints from both sides and this is critical for peace.

Man, I've run up against a brick wall with so many people trying to get them to understand the first point JM makes - that Russia actually feels threatened. It's not difficult to understand, but people are so conditioned to hate and distrust anything Russian that if Putin says "2 +2 = 4," half of Americans will call it Russian propaganda and say the real answer is 5. That's not to say, of course, that Putin should just be trusted without a second thought, but the average person doesn't even have to take his word for it to know that it all makes a lot of sense from the Russian perspective. Besides, what would happen if this is how all our officials thought? When nations declare their red lines in clear terms only to have them dismissed as outright lies, this greatly increases the risk of conflict and even all out war.
@vladimirnikolskiy

As a Russian, I confirm your words. The uniqueness of modern US policy is that it achieves absolutely opposite goals. Incomprehensible paranoia towards Putin, the desire to replace him at any cost, led to the fact that even those liberal-minded Russians who are skeptical of Putin saw the real goals of the collective West. The anti-Russian hysteria and hatred of everything Russian that broke out as if at the click of someone's fingers, all over the Western world, caused only the understanding that the West always had hatred for Russia, it was simply hidden and masked.

@@vladimirnikolskiy I think America has been on top so long that the suits in Washington got careless and lazy in their thinking. When you're that powerful, you can make stupid moves and hardly suffer consequences, at least in the short term. But that's changing. The sand is shifting underneath our feet, yet we refuse to see it. As for the blatant Russophobia, it really is unfortunate. Russiagate rotted people's brains. I guess the idea of being able to blame a foreign country for all your problems is still dangerously appealing to many.

Hi Turd - a great name -it suits your thinking -something that needs to be flushed away.First all Mearsheimer's views belong to the subject he is meant to be an expert on - past history.This is 21st century and spheres of influence and imperial ambition 'went out the window' long ago. The world today consists mainly of nation states and they form alliances mainly for trade but also for mutual protection Today the majority of developed countries are democracies .Communism has failed now the world is divided between the democratic countries and the two main countries ruled by autocrats. Russia today would be a very different place today if Yeltsin has chosen someone diffrent to succeed him .The Russians know they have nothing to fear from Nato and Putin knows this .But an autocrat like Putin needs an enemy to in order continue to rule. He has to convey to the Russian people the view that Russia has been humbled by the West and their country ( Putins Empire) risks being broken up further.He sees himself as going down in history as Putin The Great.But Putins clique are nothing more than gangsters who have enriched themselves by stealing their countries assets . Nationalism is a very powerful emotion and Putin has evoked this to get the Russian people behind him It must be humiliating for them to see their former comrade states align themselves with Europe but like all people personal well being is what they will worry about first and foremost and as Russia fails at it will do in Ukraine they will eventually overthrow Putin and hopefully become a free an democratically run nation

If Mearsheimer predicted in 1993 that Russian nationalists would one day get the upper hand in Russia and try to take Ukraine back, nothing to do with NATO and feeling threatened, why cannot he and you see that that is exactly what has happened? Putin may feel personally threatened in the sense that Russia might also want democracy and freedom when it turns out that it makes Ukraine a more prosperous country than toiletless Russia. But fear for a NATO invasion, don't be ridiculous. If you believe that, your brain needs more oxygen. Flat earth is more likely to be true. Total utter self delusion.

The Partnership for Peace (PfP) was formulated in the first Clinton Administration by AMB Chas Freeman and SecDef William Perry as a method of addressing the security concerns of the newly independent former Warsaw Pact countries (especially Poland, Czechoslovakia, and Hungary) and … Russia. Addressing Russia’s legitimate security concerns in the post-Soviet era was a major consideration driving the PfP. The PfP was strongly supported by Clinton’s first Secretary of State, Warren Christopher. At that time, there was no appetite for expanding NATO in the Clinton administration. Russia was OK with the PfP. Facing domestic challenges and seeking to appease domestic constituencies in his second term, Clinton replaced Christopher with the ultra-hawkish, Russia hating Madeline Albright. She, along with Sandy Burger, Strobe Talbot, and Zbigniew Brzezinski worked to trash the PfP and box in Russia by expanding NATO while Russia was a basket case. Brzezinski went so far to write a book (“The Grand Chessboard”) explaining that in order to keep Russia weak and submissive, it was necessary to peel away Ukraine from Russia’s sphere of influence. The idea was to expand NATO into former Warsaw pact countries so as to encircle Russia geographically and constrain it geopolitically. The Clinton Administration went so far as to intervene in the 1997 Russian election to get Boris Yeltsin, who was a submissive, drunken fool, re-elected Russian president. Clinton, Albright, Burger, Talbot, and Brzezinski are the people who kicked and humiliated Russia when it was down which directly resulted in the present war in Ukraine. There are many other people who subsequently made the problem worse, including George W. Bush, Dick Cheney, Paul Wolfowitz, Donald Rumsfeld, John Bolton, Robert Kagan, Elliot Cohen, Joe Biden, Victoria Nuland, Jake Sullivan, Antony Blinkin, William Burns, Samantha Power, Mike Pompeo, Michael Mc Faul, et. al. If you want to know who got us into this dangerous predicament, those are the people.

Whatever legitimate security concerns Russia has are secondary to the wishes of Ukraine as a country to follow their own path. Prof JM consistently underplays the agency of all but the 'great powers'. He also overplays the idea of 'NATO expansion' as if the last 30 years since the fall of the USSR has been some kind of devious plan. The ex-Warsaw pact countries have painful experience of Russian aggression. going back to Tsarist times, though the Soviet era and now today under the war criminal Putin. Russian people are not to blame for this but the small cabal of Putin and his henchmen are thieves and murderers must be bought to book. We should focus on this, not some intellectual masturbation around 'Neo-Realism'. As soon as Putin chose to invade our choices in the democracies were clear.

I can assure you that none of the world's events over the past 5 or more years have had any significant effect on "weapon makers" in the US. The US already had massive backlogs that run over 4 years for its most coveted weapons. A longer queue isn't going to affect US spending any and most weapons manufacturing isn't reported to be increasing output. The Ukraine war in particular is being done on the cheap. Although numbers over $100B are being bandied about, the truth is that the US GDP related to Ukraine reportedly increased less than .5% of GDP because until recently practically everything given to Ukraine is from old, expiring stockpiles and were already scheduled to be either junked or replaced. The American timetable for replacement is barely affected.

Even if it would, Crimean occupation guaranteed they can't join NATO anyway. Even without that, though, the port leasing from Yanukovych guaranteed Ukraine couldn't join NATO for at least the next couple of decades. Of course Mearsheimer still hasn't found a way to account for that, any more than he's found a way to cope with the USSR disbanding itself as a clear counterexample to his proposed international realism. Thirty years and counting, he somehow keeps doubling down without actually addressing all the holes that keep popping up in his not-well-aging theory.

Let's not forget the stated Russian goals of the Special Military Operation, as they were explained by President Putin at the beginning of the SMO. "De-militarization and De-Nazification" are the primary objectives. The "demilitarization" is going according to plan. Ukraine is presently using its third reconstituted army. The loss of life on the Ukrainian side is horrific; estimates for Bakhmut alone are about 55,000 soldiers. Ukraine has lost about 10,000 armored fighting vehicles (tanks, APCs, artillery pieces, etc), has hardly any air defense left, and has basically no air force left. That is "demilitarizing" the enemy and explains why Ukraine is constantly asking for more weapons and ammunition. The "denazification" part is also moving forward, albeit much slower. The neo-Nazi AZOV Brigade (aka AZOV Battalion) sustained significant losses in and around Mariupol and had to be reconstituted before reappearing in Bakhmut and taking another beating. There are many more fascist and neo-Nazi elements in Ukrainian society and the military. Particular the western part is infested with pathological right-wing ideologues.
@MikeMike-cc4jk
@MikeMike-cc4jk Жыл бұрын
Yes, the part with denazification is the most vague, but it was certainly voiced at the talks in Istanbul, and these requirements, interestingly, the Western intelligence services in charge of Ukraine did not leak to the media, which means that their publicity is not a benefit for the United States and the anti-Russian coalition. Following the example of the denazification conditions that the USSR imposed on Finland, one can think that there is a ban on neo-Nazi, pro-Bandera parties in Russia's desires, a ban on all these renaming streets and holidays in honor of the Ukrainian "heroes" of Hitler's accomplices, a ban on the promotion of this ideology in schools and universities. Arrest, and trial, with imprisonment, of prominent figures of Ukrainian neo-Nazism from militants, politicians and activists, a ban on neo-Nazi combat formations. Ending the persecution of the Russian language, pro-Russian political parties and the media. Well, as in Finland, to control the execution, a Russian military base somewhere near Kiev. The wise Finnish government, which was represented, by the way, by the famous Russian-Finnish military commander Mannerheim, agreed to this quickly, realizing that otherwise the country would be destroyed, let's see how much Ukraine would need to be destroyed so that the not wise Ukrainian government would come to this.

Two cents about de-nazification. It's not really about Azov batallion anymore, really. I haven't heard anything about it for quite a while so it's most likely gone by now. It's more about the idea in the minds of general ukraininan population. As Maria Zakharova adequatly put in the recent press-conference, there's little to no difference between phrases "Slava Ukraini" and "Heil Hitler", even though she's being ridiculed for it in the social media. These phrases translate similarly(ukr. "Slava" = "Glory to" = "Hail" =ger. "Heil") and are used in the same manner. One could say that anyone using it in such way is a nazi or a sympathizer, but that's a bit of a stretch. The more interesting thing is the footage of people(sometimes even children) marching and shouting things like "Glory to nation, death to enemies!" and "Ukraine above all". I've started collecting such videos to keep the proof of all this. One could say that since the ruling government of Ukraine isn't an openly nazi one or even authoritarian like Russia's(which is true to a degree), there's no nazism in Ukraine. Except nazism is not about the structure of the government, it's about the thoughts of the country's population. And it's hard to combat these ideas without the capabilities of information warfare like ones the western countries posess.

They only used 15% of their militairy capacity. The Russian weaponproduction is running at top speed 24/7.The strategy of Russia was very clever and the mentioned successes in Charkov and Kherson were not successes at all for Ukraine. The Russians lost much less soldiers and Ukrains were slaughtered for mostly empty ground. There are only 18 million Ukraine inhabitants left in Ukraine and their economy is totally wrecked. The people that left will not return not only because of the war but also because of the repression from the totalitarian regime that banned all opposition. 90% of the population did not want a war with Russia at all. Every Empire is run by economic interests of a small establishment. In order to convince it's population to invest in these oligarch's interests often with their lives, one needs ideologies. Ideologies play to emotions, feelings, and only those incite people to do irrational things. Irrational for themseleves, not for their oligarchs, who control them through these ideologies. So at the core are very realistic economists, which create an ideological shell and mindset with which they can drive/motivate people to do their bidding. Very often they even succeed to convince politicians of these ideologies. But most often politicians like to use these same ideologies to control their population too for their own interests, which very often are well aligned with the oligarchs which ultimately controll them.

What I want to know is, what determines if a particular country is a threat and needs to be "contained"? China hasn't invaded anyone for 40 years, and has made no threats. Who is making this judgement that economic wealth automatically makes a threat, rather than say, a valued business partner? Second, who decides state's interests? The Ukraine war has been shit for most people who live in Europe. We have inflation, higher prices, refugees to take in. It is NOT in the interests of most of the people who live and work in Europe. Or indeed the people of the USA. So exactly who's interests are being looked after by these paragons of democratic governments. JM likes to talk about states as if they are individual people - but states are not - they are collections of people. The 'West' likes to portray the rightwing Nationalistic government and Ukraine as synonymous. Most people accept this outright... and yet this is exactly where errors in contemplating this conflict start. Western paid analysts don't understand ( or are unwilling to talk about... ) the larger geopolitical picture. This conflict is identical to the proxy war being fought in Syria... between Russia and the US. Just another series of small, dirty skirmishes... with mostly proxy forces. The US with Ukrainians, Russia with a private military outfit and separatist militia. A fight between the 'dregs' of each combatants society. This is not a full blown war... it's a long drawn out process of small scale ‘lethal’ encounters. For Russia, this conflict was never against Ukraine or Ukrainians. It's against the far-right Nationalist regime there, funded and weaponised by the US. This conflict for them, is about demolishing all 'violent' nationalism on their border. Remember… Zelensky's party was originally voted in on a mandate of peace with Russia. The president of Ukraine is a TV comedian - who was on a successful TV show for two seasons, where a 'nobody' off the street became the Ukrainian president... and brought peace and prosperity to the country. Even his own political party in Ukraine was started, is organised and run by... his TV production company. After the 'show' ended, their plan was hatched. Of course the population were going to vote for it. It's what people want from their politicians... a fairy story, cloaked in Nationalism, in order to escape their bleak lives, dominated by corruption. The current Ukrainian rightwing regime is actually a 'business venture' paid for by Ukrainian oligarchs. ( Google 'Pandora papers and Zelensky' ) Nothing is as it seems... because most of it is a fiction, fabricated by those in the industry of fabrication. Everything you hear, is just nonstop propaganda. The Ukrainian nationalists are forcing thousands of its young to die for a Western audience, to cheer at - in order to continue their Western funding efforts. Ultimately, to keep the rightwing nationalist party in power... as the only political voice, in the country. This conflict isn't about sovereignty, it's about keeping the rightwing government in power. These Nationalists don't care how many die... 'nationalistic idealism' is far more important than mere lives. The 'Western' audience is receiving little to no real news... just Ukrainian nationalistic rightwing propaganda. In order to keep the rightwing nationalistic regime in power. Which is what the Americans want. This conflict is not worthy of the 'righteous praise' that the Wests, modern 'self-described' democracy …propagandises it as. It only breeds more warmongers, more self-righteousness about continuing the bloodshed. However much the US desperately wants regime change in Russia... this isn't the way.

I do too but I also agree with him less and less over time, not so much on where this conflict is heading but on how it started. One of his great virtues is that he states his view very, very clearly, which makes it easier to work out what exactly is wrong with it. In that regard, he should be commended, as it is the frauds in academia who hide behind ambiguous statements. Give this guy a medal for his clarity! With regard to Russia, Mearsheimer points you in the direction of the weakness of his view by admitting that his theory abstracts away from domestic politics (see 'The Tragedy of Great Power Politics' and this video 1hr29m). The problem is that you cannot explain Putin's foreign policy in abstraction from that. Putin intends to survive and that made the prospect of Ukrainian membership in the EU a threat, lest its success in that venture generate calls for the same in Russia, which would be tantamount to an end to Putin's rule. Once it became clear that Putin would not tolerate Ukrainian membership in the EU, it became clear that the only way that Ukraine could be independent was behind a Nato shield. However, once it was clear that Ukraine wanted that shield, Russian intervened militarily to deter Nato from allowing it. After all, if Ukraine was already under attack from Russia, that would deter Nato from admitting Ukraine, as doing so would be equivalent to declaring war on Russia. Ultimately, Russian dictators have form here: in the 19th century the Tsar crushed the western-oriented Hungarian uprising against the Austrian Empire lest it roll on to unleash demands for the end of the Russian Empire further east. The Communist dictator, Khrushchev, did so again in the name of the USSR in 1956, lest the Hungarian demands for an alternative to Soviet communism generate a demand for the same in Russia. And so on vis-a-via such places as Czechoslovakia in 1968, and Poland in 1981--Google the Brezhnev Doctrine--until Gorbachev chose to make himself an exception. In short, Ukraine is just the latest victim of Russian dictators who feel that they must crush any sense of liberty in their near abroad in the name of containment, which is to say, preventing the demands from emerging as a threat to their rule of Russia. In that regard, Mearsheimer's 'porkupine problem' is historically naive - the point of attacking the neighbours was often less to absorb them into Russia--although that happened in the case of Poland and the Baltic States--than to simply crush whatever 'experiment' in alternative governance was taking place. All that said, it should also be added that another reason that Russian leaders of almost all stripes fear calls for liberalism and democracy, besides the potential loss of their own hides, is that Russian geography and demographics is simply incompatible with it. Consider the size of the country, and the number of ethnic and religious groups the Russians, an ethnic group from Eastern Europe, conquered over the last 500 years. Now ask yourself how many of these conquered peoples have been genuinely assimilated or even integrated into the Russian identity. Ultimately, Russia is still an empire, and the only way in which it can sustain that is as a dictatorship ruling the minorities with an iron fist.
@sun4nicolya
@sun4nicolya 11 ай бұрын
@@MrBeautifulmountain Let me explain where you are wrong. Firstly, your statement that the younger generation of Russia allegedly wants integration into Europe and is generally oriented towards the West is a delusion. Even 2-3 years ago I would have agreed with you, but now everything has changed radically. The Russians realized that all the so-called "Western values" turned out to be fake. They realized that in the West there is no democracy, no freedom, that it is all a circus and clownery. They also realized that Russia is really under the threat of destruction and dismemberment, so the Russians will fight to the end and there is no faith in a bright future with the West at all. Therefore, Putin has nothing to fear inside Russia.
@sun4nicolya
@sun4nicolya 11 ай бұрын
@@MrBeautifulmountain Secondly, Russians, on the contrary, tend to blame the Russian authorities for taking too long to act. Indeed, since the mid-2000s, it has been noticeable that various Western foundations (for example, the Soros Foundation) are actively pumping Ukrainians with Russophobia, introducing educational programs with distorted teaching of history, presenting Russia as an enemy, inciting Ukrainian nationalism. All this was obvious 20 years ago. So Putin is being criticized more from the right than from the left. This makes Putin, with his restraint and moderation, the most acceptable negotiating partner from the point of view of the most collective West.
@sun4nicolya
@sun4nicolya 11 ай бұрын
@@MrBeautifulmountain In conclusion, I want to tell you that Mearsheimer's understanding of the situation is much deeper than yours. In your reasoning, there are more fragments of typical Western propaganda clichés from the mass media than original research and independent thoughts. I agree that Mearsheimer simplifies the picture of what is happening, but he simplifies it by keeping in mind the entire complex relationship and leaving out only those details that are of the least importance. He does this in a scientific manner. And you adjust the facts to fit your theory, which you previously deduced for yourself. And this is not a scientific approach.

Prof. Mearsheimer elided a couple facts: 1. Russia mobilized troops in late March 2021 not simply because of the incoming Biden Administration and Zelensky's rhetorical pivot, but because Zelensky *concretely* announced that Ukraine would militarily "de-occupy" Crimea in Presidential Decree 117/2021 (March 24, 2021). It was an official threat, not merely a perceived one, and the Russian response was immediate. 2. The Budapest Memo was clearly violated in 2014; specifically, the first clause that no signatory would interfere in the sovereignty of Ukraine was violated by signatory USA. Russia then upped the ante in 2022, but it is not appropriate to suggest that the Memo was intact by 2022. Indeed, given the explicit failure of the Budapest Memo, it seems foolish of Putin to trust that an analogous Minsk Agreement would hold water.

At 39:30 he mentioned the American Civil War. I want to mention on a side note: It was Russia who saved The Union during the American Civil War as they sent their Navy to San Francisco and New York when England and France were just about to enter the war on the side of the Confederates since London created the Confederates. France was already in Mexico making a spear head movement to resupply the Confederates and to open up a Pacific Theatre and create a port in California. England already amassed 11,000 troops stationed at their Northern Confederacies border now called Canada ready to open a Northern Theatre then to attack The Unions naval blockade. The Union would have been completely destroyed and annexed by those two great powers leaving the Confederates to exist as a puppet state of London. Tsar Alexander wrote a letter to Queen Victoria saying “If you enter in this war it will be a casus belli for all out war with the Russian Empire”. The stage was set for the 1st World War and Russia stopped it.

The claim that Putin had no designs on Ukraine is patently false: " Already long before the Ukraine crisis, at an April 2008 NATO summit in Bucharest, Vladimir Putin reportedly claimed that “Ukraine is not even a state! What is Ukraine? A part of its territory is [in] Eastern Europe, but a[nother] part, a considerable one, was a gift from us!” In his March 18, 2014 speech marking the annexation of Crimea, Putin declared that Russians and Ukrainians “are one people. Kiev is the mother of Russian cities. Ancient Rus’ is our common source and we cannot live without each other.” Since then, Putin has repeated similar claims on many occasions. As recently as February 2020, he once again stated in an interview that Ukrainians and Russians “are one and the same people”, and he insinuated that Ukrainian national identity had emerged as a product of foreign interference. Similarly, Russia’s then-Prime Minister Dmitry Medvedev told a perplexed apparatchik in April 2016 that there has been “no state” in Ukraine, neither before nor after the 2014 crisis." blogs.lse.ac.uk/lseih/2020/07/01/there-is-no-ukraine-fact-checking-the-kremlins-version-of-ukrainian-history/ This was written two years before Russia invaded Ukraine.

all said might be logically correct, no doubt, but there are simply lots of exaples also of much smaller people' s armies fighting against superpowers and succeeding in liberating themselves, under some strong imperative conditions, that's true.conditions like strong will on the entire population side - the invaded one of course, smart army maneuvers and vital crucial weaponry support when needed. hopefully the invaded in our case will have provided all these and not fulfill the Professor's gloomy profecies.. emotionally at least, in terms of values ,we should be on Ukraine ' s side.

@@user-dy3tb7rp3h He isn't right about Irag nor Afghanistan. He wasn't right about 2015 and what would happen. Days before the invasion, he was still saying that Russians won't attack Ukraine. That whole "boiling point" is just pure BS, because Russians didn't reach any "boiling point", not at all. They've figured out that EU is going to get rid of their dependency on Russian fuel and gas and Putin was convinced, that there is a huge group of Ukrainians under Russian influence which will support his land-grab. Mearscheimer is consistently wrong about that, because he still thinks that Russians were somehow afraid of NATO. But Russians didn't like the prospect of Ukraine joining NATO because that would make it impossible for them to invade. Not because NATO would be closer to Russia. That was never a real issue for them. And to that last sentence about Biden, what the hell does he have to do with anything?
