John Whitmire promises to make the city safer as Houston's new mayor

If he wants to make the city safer a really good start is for HPD to blitz all vehicles with paper tags. The standard MO should become for police to pull over any vehicle they see with paper tags check to see if the tags are legit, if the driver has a license and insurance, and if the car is stolen or somehow illegally being used on public roadways. If anything does not pan out, HDP should impound the car and ticket or arrest the operator on the spot depending on how bad the violation. Houston should become known as a place where you will get stopped by police for just having a paper tag. If all is legal and well, the police should just smile, thank the driver for cooperating, and let them go on their way quickly.
