Anyone who has worked with large chlorine tanks knows how to use the leak containment kit to stop leaks. A tapered plug can be hammered into the tank to stop the leak. Or a metal plate with an open ball valve in front of the leak can be welded in place and shut the valve when done. The real issue here is that the town probably has to go through a bidding process and allocate funds before it can be fixed.

As an ex water distribution manager I can tell you that to lower the water level to do the repairs will only drop the water pressure by an insignificant amount and still be in the required pressure and volume of flow. Then a quick weld and a bit of chlorine would solve the issue. Apparently the Water Department and Mayor is enjoying the attention by letting it remain unfixed. Makes for a good funny news flash I have to say. The estimate of $5000 to fix it is the biggest story here though, because that's the biggest joke. The loss of water definitely can not be counted as unaccountable and that's not a joke.

@@ducatipaso1386 As the Maintenance Supervisor for that particular Municipal Corporation I was the WDM for I probably would have done the repairs and chlorine treatment myself. The department of Health would of of course required a Shock treatment and documents from me and not the contractor. As for the contractor I might have hired would only had to have the required state insurance and bonding of any other contractor. Then they would have to file to be on the Small Works Roster. It's really not difficult to repair a leak like that and I did more than my share of bullet hole repairs on our 3 elevated tanks and stand pipes. But then everything cost more than it should when dealing with any sized government entity. Also there are already patch devices that they can buy made especially for bullet holes because it happens a lot.

this was also my first thought - why not take the water down to below the hole and repair? Don't they have to pump the water UP into the tank to begin with? The physics of water tanks is actually pretty cool (I looked it up after my last drive through the midwest). But letting this continue day-after-day doesn't seem to make much sense

Try welding a piece of metal over the hole externally, thread the hole for a threaded fitting to plug it, etc.,,,they could stop it in minutes if they wanted too. It’s not a difficult solution. Just plug it…

Wonder if they can try an Standard OR industrial size "Boiler Plug" not knowing the size of the hole, these are self tapping and have a thick seal for high pressure. These work On boilers so why not give it a try, I have also used them in the past ( 70's and 80's) on oil tanks for automotive lifts using high pressure.
