Spider-Man does use web shooters. The spider that bit him only gave him the ability to crawl on walls and super strength. That's how it has been in comics, cartoons and games. The Venom symbiote gave him the ability to shoot web without using the web shooters, but naturally that lasted only as long as he had the symbiote suit
