I think 🤔 the Protagonist / OP’s question is relevant that WAP-5 / WAG-9 / WAP-7 were designed in the 90s and are slightly outdated in the normal scheme of things. Siemens - Vectron, Alstom - Prima and Bombardier - Traxx Series of Electric Locomotives are now available. They are sophisticated, light weight, more powerful and use advanced 3-phase traction motors with regenerative braking power. But they are all available in Bo-Bo configuration. Indian trains are heavier and require more robust locomotives in Co-Co configuration especially on steeper gradients. That is the most plausible explanation and I could still be wrong. And my explanation doesn’t let the WAP-5 locomotive (Bo-Bo configuration) off the hook either.
