Yup. integrate x from 0 to 1, and then integrate over y from 2 to 3... or vice versa, you will get the same answer.

Why can’t the limit for dx starts from 0 to 2?

If the limits for x are 0 to 2, then the limits for y would need to be from 0 to x, and your integration order would need to be flipped to dydx. You can try this and you should get the same answer as me. The reason for this is because we are not integrating over a square, we are integrating over a triangle. x from 0 to 2 AND y from 0 to 2 is a square. Though x from 0 to 2 and y from 0 to x is a triangle. Also, y from 0 to 2 and x from y to 2 is a triangle.

This could be done in a similar way discussed in this video. Integrate over x from 0 to y, and then integrate over y from 0 to infinity.
