Unfortunately, Yoshikage's success in life was to being a serial killer disguised as an every man. By societal standards of raising a law abiding citizen, Yoshihiro has failed as a father. But in the eyes of his child, Yoshikage would probably be proud of his father. Its all about perspective. The same way Jotaro's parentage of Jolyne can be viewed as good (he dedicated years to protecting his family and would do anything to protect Jolyne) and bad(he's not around to raise her, leading to hostility from his daughter).

If Yoshihiro is a good parent, he will bring Yoshikage to therapy when he found out his son's unhealthy nature instead of supporting him in committing serial killing. The way Yoshihiro enabling his son's atrocities is one of the reason of his son's demise. Yoshihiro's love for his son may be real, but he's a horrible parent. He failed as a parent.
