Then again, Diego didn't have the caveat of being naturally evil. He's still a selfish, scheming, arrogant son of a bitch, but he isn't as bad as his original thematic counterpart. Dio Brando was evil from the get-go, no matter the positive influence, he'd still be a conniving, self-serving sod, who's never satisfied with just enough. As it stands, his evil is primarily motivated by a desire to stand at the top so that he's unassailable and can never be victimized again, but even with the best of circumstances, his natural evil would still be there, as shown by how he throws George's love and kindness in his face. Even acts like attempting to medicate an ailing Dario always had some ulterior motive.

This is solidified even more on part 6, since the Green Baby that was born from "Dio's Bone" had a Joestar Birthmark as well, and when Pucci consumed the Green Baby he (and Weather) also got a Joestar Birthmark, because the so-called bone was, indeed, from the Dio that we saw in part 3, but part 3 Dio had Jonathan's body, so Dio's bone=Jonathan's bone, Dio's sons=Jonathan's sons.

After all, he has no reason to fight alongside the protagonists. Araki simply teased him, and most likely just decided to not include him, since he just had his more important half-brothers show up almost by way of providence. GER itself only nullifies direct attacks on Giorno's person, so it would only get involved if directly attacked by Pucci.

Giorno can be at the other end of the Universe and GER would still be able kill Pucci. GER has No Speed Limit, No Range Limit and No Observation Limit meaning that if Girorno sits in Italy and Drinks Milk and because Pucci speeds up Time the Milk would became sour, GER would See that, would say that this is Not Good for Giorno and than would find and would kill Pucci before Giorno would notic that his milk is sour. Even if GER cant nullify MadeInHeaven(MIH) he still has only the same speed as GER and GER has alot more abiltys and strengh than MIH so Killing Pucci isnt a Problem. There are many reasons Why Giorno might not be in Part 6 but only 3 Why GER. 1. Giorno is dead 2. Giorno lost GER 3. GER didnt Care that Time is moving faster and faster.( but it directly involves Giorno so the 3 One makes no sense) There are only 3 choose 1.

I have a little theory why Dio and Diego are slightly different. They are very similar to each other, of course. After all, these two are different versions of one character. But still, Diego does not feel the same as Dio. But why? I think, it is because Dio rejected his humanity. Yes, we see that thing as a meme and joke, but what if this actually has a meaning more than just becoming a vampire? What if, by becoming a vampire, Dio not only have changed physically, but also psychically? We all love Dio, but do we really feel sympathy to him? The further Dio went, the less of human he was at all. Diego, on the other hand, always was a human. Scary Monsters might change him into a dinosaur, but this is just a stand(which he got by other person), not literally him. I do not know about other people, but unlike with Dio, I feel sympathy for Diego.

it's ironic that even know dio and pucchi's plan to restart the universe to achieve "HEAVEN", they both won by finally defeating the joestar family, but also lost when jotaro killed dio before he saw his plan to fruition and weather report killing pucchi after he succeded and prevent him from truly reviving dio. it's also ironic that even in this new universe, DIO and the joestar family are still enemies as seen in STEEL BALL RUN
