One of the ways tarot cards are interpreted is as points on a journey towards enlightenment, with that goal represented by the World. Jotaro reached the end of that path when facing Dio alone, all other tarot-themed characters having reached presumed conclusions one way or another, so the meta narrative was likely that the journey had ended and thus Jotaro had earned the World. That's my interpretation, anyway

Definitely good, symbolics-wise. ...As for the actual plot reasons? I'unno, maybe DIO's World just copied the abilities of all the Stands in the Joestar bloodline that it awoke? Similar to how DIO has basically stolen everything he has from the Joestar family, sticking on like a parasite.
