This clip really sells to me the whole "Psycho with no plan" aspect of the Joker. To the authorities, this probably seemed like some maniacal plan to escape, using civilians and public discontent as a shield, camouflage, and a weapon all at once. Instead, it's simply the Joker's madness making things work out for him. Fomr what we know of this character, he's no calcularing genious that knew taking one guy's mask woudl start a riot, or that the cops would mess up and accidentally kill an innocent, resulting in them getting assaulted. He just does things, and his psychosis just permeates the world around him, bringing chaos, where he thrives, to him.
