It is actually: January and February is winter than: Spring, Fall, Summer winter as December. So it is a 2/3 chance, that Jotaro is older. Or this is only here like this and in Japan other

I just looked it up - Jotaro is an Aquarius, which means he was born between January 20th to February 18th. Kakyoin is a Leo (July 23rd to August 22nd). Either Jotaro would turn eighteen before Kakyoin, or Kakyoin would have turned eighteen if he survived the trip, it all depends on if the trip to Egypt was before or after Kakyoin's birthday.
